The Engineering Council of South Africa (ECSA) has placed a registered person on precautionary suspension following the George building collapse. The action was taken under Section 14 of the Engineering Profession Act as a protective measure while the matter is investigated.
A Precautionary, Not Disciplinary, Measure
ECSA has been clear that the George building collapse suspension is a protective step rather than a finding of wrongdoing. The suspension is described as not a disciplinary action but a temporary removal of and/or restriction on all of the Registered Person’s rights, privileges, and/or activities associated with professional registration.
What the Suspended Person Must Do
The registered person is required to provide, within seven days, a comprehensive inventory of all engineering projects completed over the past three years, including design and as-built drawings. Contractors on those projects are then given three weeks to commission independent structural integrity assessments from qualified structural engineers with at least ten years of experience.
Next Steps in the Investigation
An ECSA-appointed investigative panel will review the resulting reports and present its findings to the Investigating Committee, which will in turn recommend further actions to Council. The suspension remains in effect pending the resolution of potential charges and any disciplinary proceedings.
